Where have all the flowers gone?

Whether predictable or not, planning needs to quickly recognise and respond to major change, either to assist or redirect it. Without national goals, planning is virtually unable to recognise whether such change is good or bad. Moreover, without national goals, there is not the political, bureaucratic nor community will to respond.
