Communities care. It’s a bald statement, but it is true. People care about the place where they live, and other places that they love. Public policy debates today are often driven by the protests that come when people’s concerns are ignored. This is not a new phenomenon. Back in the 1960s and 70s, community anger at the dramatic post-war development boom created environmental activism, and eventually resulted in the system of heritage and environmental policy that we use today. And although community consultation has become commonplace, today there is a new wave of community activism reflecting a discontent with government policy and professional practice.
