Context was engaged to carry out a ‘peer review’ of the Conservation Management Plan prepared for the former Ballarat Orphanage in the light of a Panel Hearing resulting from the proposed rezoning and development of the land. The site has significant social and cultural values, particularly to those who had been involved with the orphanage over many years. The resultant report provided a documented strategic basis for the extension of the Heritage Overlay to the significant elements of the site beyond what was included in the Ballarat Planning Scheme.
