A preliminary social value assessment was undertaken of the Footscray Drill Hall as part of an assessment of its cultural significance. The assessment involved historical research, identifying and consulting with people associated with the past uses of the Hall, interviews and a consultation workshop, assessment of the social significance (according to State and Commonwealth criteria), and the development of conservation policies relevant to the social significance of the Hall.
